Meet the judges

Roy Albert BSc MRICS

Lead Surveyor, Valuation Office Agency - Regional Valuation Unit Wales & West [RVU]

Roy is currently employed as a Lead Surveyor at the Valuation Office Agency as part of the Wales and West team where he joined the Check, Challenge team in 2020 post qualification and his role focuses on Check, Challenge Appeal on non-domestic rates.

The Non-domestic Rating (NDR) Directorate is responsible for NDR functions. The directorate also develops and implements strategy and policy across all aspects of NDR and is responsible for the maintenance of the rating list and the development of its use. It also drives quality and consistency through improved processes and supports local billing authorities that collect NDR rates.

He was part of the first cohort to become qualified in May 2020 via the online assessment and the first one to be qualified through the apprenticeship scheme at the Valuation Office Agency.

Roy currently sits on the Qualification Assessment Committee and is also an assessor and trained chair.

Kate Taylor FRICS

Kate is an experienced RICS APC Assessor, APC auditor, RICS UK APC Appeal Panel and Chairperson.

Kate is the lead RICS Valuation Tutor for the distance learning courses and tutors candidates from all around the globe. Kate has experience on the RICS UK Valuation Board and the editorial board of isurv. She also spent 3 years on the board of LionHeart as a trustee and director.

Kate worked as a valuer in the VOA for twenty-five years, gaining a professional qualification in learning with CIPD.

Kate was the VOA Graduate Manager for five years looking after 100 Graduate Surveyors. Kate has since branched out to deliver valuation and APC training to a range of real estate companies and public sector agencies as APCTAYLORMADE LTD.

Kate is also the author of the Commercial Real Estate Quick Start Revision Guides and publishes in Estates Gazette and on various RICS media.

Dayle Bayliss MBA FRICS

Director at Dayle Bayliss Ltd

Dayle has many years of experience working within the construction industry.  She has undertaken a number of roles including Contracts Manager, Building Surveyor, Project Manager and Building Control Surveyor. 

Dayle obtained a Distinction for her MSc in Building Conservation.  This course has allowed her to develop her interest in Heritage Buildings and improve in areas such as Legislation and Material analysis.  One area of this course that Dayle found particularly enjoyable was her study into European practices, which included visits and studies of Paris, France, Berlin, Germany and Florence, Italy.  Her studies concluded with a dissertation into the application of the English Heritage Enabling Development and the Legislation surrounding this principle.

She has also practised as a Lecturer in construction, teaching in areas such as Heritage Buildings, Contract Management, Project Programming, Construction Design, AutoCAD and Maths and Science for Construction.  Dayle enjoys the challenges and diverse range of students that she encounters through this area of work.

Dayle has experience of working for both the contractor and employed directly by the client, working in roles such as a Project Manager for school projects, Project Manager for Registered Social Landlords and Sheltered Housing Accommodation to Lead Designer and Project Manager for the National Trust, it is this experience that brings a balanced and methodical approach to solving problems and achieving the client’s goals.

Amy Dalton Leader FRICS, Director and Owner – ICENI Consultants Limited

Amy is a Fellow of the Royal Institution of Chartered Surveyors and has represented the RICS at a national and international level. She is a Chartered Building Surveyor specialising in Project and Programme management. Amy set up her own consultancy Iceni Consultants Limited in 2022, in Bury St Edmunds, Suffolk. having worked for various major companies at a senior level.

Tammy Harrison-Round

Director of Board Development

A passionate advocate for both diversity and inclusion in our sector, and for investment in emerging talent, Tammy has worked with the construction industry for 24 years within both consultancy and contracting organisations.

Tammy started her career as a quantity surveyor and has worked in both SME and global consultancy environments. Tammy now uses her technical QS knowledge and skills in strategic growth to further her career in business strategy, growth, operational sales pipeline management and developing client relationships.

 Tammy is passionate about collaborating across the industry in supporting our clients to find solutions to their biggest challenges now so that together we can drive successful projects to completion more efficiently.

Tammy is a Fellow of The Royal Institute of Chartered Surveyors, with a Masters in Business and Strategic Leadership.

Lee Hatwell FRICS

Lee is an experienced Chartered Surveyor and a company director/shareholder, with a demonstrated history of working in public and private sectors. Skilled in Negotiation, Value Engineering, Cost Management, Feasibility Studies, and Social Housing. Strong professional with a BSc (Hons) focused in Building Surveying from Anglia Ruskin University.

Rory Murphy MSc FRICS

Commercial Director, VINCI Facilities

Rory is the Commercial Director for VINCI Facilities, the £500m Facilities business of VINCI Construction UK, who deliver Facilities Management and Building Solutions work to a range of Public and Private sector clients throughout the UK.

Rory has responsibility for the commercial and financial performance of VINCI Facilities along with leading the responsible business and supply chain strategies for the organisation.

A strong advocate for Sustainability and the importance of ESG Rory is always keen to promote the strategic importance of Facilities Management within the built environment with a particular focus on reducing environmental impact and delivering effective social value.

Rory was a former member of the RICS UK&I World Regional Board and was also the chair of the FM Professional Group. Rory chaired the Member Engagement, Experience and Value working group within the RICS up until June this year helping implement the recommendations of the Bichard review in relation to improving Member engagement.

Lucy Jeynes MA FRICS

Managing Director, Larch Consulting

Lucy is one of the founding directors of Larch Consulting and is the Managing Director of the company. She has over 25 years’ experience in advising organisations on all aspects of FM strategy and delivery and is considered one of the UK’s experts in the field. She has led FM review and implementation programmes for a wide range of well-known organisations from sectors including retail, leisure, finance, science, universities, local authorities, government departments and charities. She was part of the team that developed the Workplace Management Framework. 

Lucy is a previous deputy chair of IWFM and is judge for the Technology in FM awards. She has been voted by her peers as a Pioneer of FM and one of the 20 Most Influential Women in FM. She is founder of the Women in FM network and set up FM’s first peer-to-peer mentoring programme.

Poppy Martin

Associate Director, Savills

Poppy is an Associate Director at Savills, specialising in rural practice and more specifically, estate management. 

 She has been with Savills for eight years, having joined directly with a degree in Rural Land Management from the Royal Agricultural University, Cirencester (formerly Royal Agricultural College). She has a wide range of experience in asset management for private landowners, corporate bodies, public bodies, trusts and charities, encompassing all aspects of a rural property portfolio. She prides herself on her innovative outlook and approachable demeanour.

Poppy grew up in Somerset and continues to live between the Mendip Hills and the Somerset Levels. In her spare time Poppy enjoys taking part in country pursuits, socialising, watching sports and cooking.

A former winner of the Land (Rural and Urban) category at the RICS Surveyor Awards, a Matrics committee member and a new judge to the awards; Poppy is well placed to be a judge.

David Sandbrook - FRICS & RICS Registered Valuer

Partner, Head of Minerals and Waste Management, Carter Jonas LLP

David is a Partner at Carter Jonas LLP and Head of Minerals & Waste Management. A Fellow of the RICS, he is both a Registered Valuer and Chartered Planner as well as being a RICS Accredited Expert.

David is a Director of the Katherine Martin Charitable Trust and a Trustee and Operational Member of Derby Mountain Rescue Team.

Blane Perrotton FRICS

Managing Director, Pride Consulting IMS

A proud and passionate chartered FRICS surveyor. Blane is the Founder and Managing Director of Pride Consulting IMS Limited and specialist quantity surveying practice. Blane sits on RICS Governing Council and is the RICS UK Delegate for The European Council of Construction Economics (CEEC).  

Blane is actively committed to the development of the next generation of surveyors, with regular contribution to industry and RICS events and training courses to promote the industry.  

In 2019 Blane was honoured with the accolade of the Quantity Surveying and the Overall Matrics Surveyor of the Year Award. As a former winner he is well placed to judge the next successful candidates and understands the incredible achievement and hard work it takes to win this superb accolade.

 

Justin Sullivan BSc.QS FRICS

Senior Vice President, RICS

Justin is a Chartered Quantity Surveyor with more than 30 years of experience in the construction industry. Justin is Senior Vice President of the Royal Institution of Chartered Surveyors (RICS), immediate past Chair of the Construction Industry Council (CIC), a Fellow of RICS and Chair of the International Cost Management Standards Coalition (ICMS). 

Justin founded Adair in 1994 and specialises in construction disputes. He acts as an expert witness for construction claims, adjudications, arbitrations, and civil proceedings in court and has given evidence in the UK Technology and Construction Court on several occasions and as recently as January 2023.  

Justin also specialises in contract management, project management, quantity surveying and project monitoring for construction and infrastructure projects in the UK and internationally, including Gibraltar, Sudan, the Cayman Islands and the UAE.

Yulia Pak MRICS

Associate, WSP in the UK

Steering Group Member, Placemaking Collective UK

Yulia is a strategic consultant with over 18 years of international experience in property development and corporate real estate from leading global consultancies.

Operating at senior client levels, she worked on the design, delivery, and evaluation of real estate, infrastructure, and change management projects and programs. Her broad sectoral expertise spans major commercial property sectors, along with emerging asset classes.

Yulia is a Board member of Placemaking Collective UK, the largest national placemaking network. She is actively involved in connecting members across the built environment sectors, disseminating the best design, planning, and development practices, and collaborating with international placemaking networks in Europe and the U.S. Yulia is a passionate advocate of place-based sustainable growth strategies, writing and speaking about the importance of creating lasting social and economic value.

In her current role with WSP UK Strategic Advisory business, Yulia is advising public and private sector clients on town centre strategies, development frameworks, and portfolio optimization programs.

Charlotte Neal MRICS

Charlotte is a Chartered Surveyor with 25 years of extensive experience in providing strategic advice across the property sector and has been involved with both residential and commercial assets.  She has worked as both a real estate advisor and within restructuring, refinancing and insolvency of property companies and assets.

As Director of Surveying Practice, she is the senior surveying lead at RICS responsible for maintaining a global portfolio of industry trusted standards, related professional practice information and professional development.

Sybil Taunton, Head of Diversity, Equity & Inclusion - RICS

Sybil is the Head of Diversity, Equity and Inclusion for the Royal Institution of Chartered Surveyors (RICS), where she is responsible for developing and executing a robust DEI strategy for roughly 134,000 surveying professionals globally.

Sybil is also a U.S. Air Force Veteran, having served 12 years as a Public Affairs Officer, specialising in strategic communications and community engagement. Having served the first four years of her USAF career under the discriminatory “Don’t ask, don’t tell” policy that prevented LGBTQ+ individuals from serving openly, Sybil has committed her career to driving positive, meaningful change toward a more equitable and inclusive society.

Dayle Bayliss MBA FRICS

Nigel Sellars

FRICS, Professional Practice – RICS

Nigel leads and manages a range of Royal Institution of Chartered Surveyors (RICS) industry forums across property and valuation related areas, whose function is to provide strategic oversight, monitor market trends/industry issues, shape industry best practice, raise standards and develop policy. This is achieved through extensive collaboration with subject matter experts, industry influencers and public consultation.

Nigel was responsible for the recently published RICS professional standard - Valuation approach for properties in residential buildings with cladding 1st edition.

Prior to joining RICS, Nigel worked in the Valuation teams at Deloitte Real Estate and Drivers Jonas. He also volunteered extensively for RICS, as the National Chair of RICS Matrics, RICS Nominations Committee and on RICS Governing Council.

Ruth Ofield

Partner – Fisher German

Ruth advises on a range of professional matters in the Utilities & Infrastructure sector, acting for clients in the water, electricity and gas industries. She has been involved in a varied range of infrastructure schemes, involving referencing, negotiations of access, preparation of consents and notices, negotiation of compensation, licenses and acquisition of land.

Ruth also holds the position of Examinations Convenor for the Midland Counties Agricultural Valuers' Association, and is an examiner for the Royal Institution of Chartered Surveyors. Internally, she is sits on the graduate team with responsibility for graduate recruitment, and also on the South Central Region's Regional Management Team.

Danny Medcalf

FRICS

Danny has over 35 years’ experience within the Land, Property and Construction industry carrying out numerous technical and management roles. Danny is passionate about the RICS Assessment of Professional Competence (APC) and primarily now works in RICS APC training and development roles supporting APC Candidates, Assessors, Counsellors and Supervisors.

Danny's current roles include Licensed UK RICS APC Panel Assessor Trainer, APC Panel Chairman and Assessor, APC Panel Auditor, APC Appeal Panel Chairman/Member, RICS CPD/Training Course Author and Presenter. He also provides APC Coaching Services including mock interviews for individual and corporate clients in conjunction with other Chartered Surveyor Associates.

James Baker

FRICS - Director at Invise Limited

James is a Chartered Building Surveyor working throughout the East Midlands and UK with extensive experience in a number of sectors including leisure & hotels, retail, commercial, housing, emergency services, education, residential and health. He is a Founder and Director at Invise Limited based in Derby, offering Building Surveying, Project Management and Cost Management Services.

A Fellow of RICS and an active RICS Member having held the following roles: RICS Matrics UK Chairman from 2015-16 and a Board member prior to that, RICS Governing Council member 2015-19, RICS East Midlands Regional Board Chairman from 2017-19 and Board member prior to holding that role; finally James is also an APC Assessor for the Building Surveying and Project Management Pathways.

Tracey Hartley

Chief Operating Officer – Cortland Europe

Tracey brings a wealth of property experience in the residential sector having held senior positions at JLL, The Howard De Walden Estate and Grainger plc. Tracey is a Chartered Surveyor, residential property expert, and fund manager who has excellent entrepreneurial, strategic and tactical skills honed across both the private and public sectors. She is Chief Operating Officer at Cortland Europe where Tracey is responsible for ensuring a strong operating platform across Cortland’s UK portfolio.

Tracey holds an MBA, MRICS and FIRPM.
